Op 6 september 2017 trok het oog van orkaan Irma recht over het eiland, met een onvoorstelbare verwoesting tot gevolg. Geschatte kosten van de wederopbouw: 2 miljard, waarvan Nederland een kwart gaat betalen. Het grootste gedeelte hiervan – maximaal € 470 miljoen - wordt besteed via een trustfonds onder beheer van de Wereldbank.
Met de keuze voor de Wereldbank beoogde de staatssecretaris van BZK een integere, rechtmatige en doelmatige besteding van de middelen te borgen.
Door de gekozen structuur moeten bovendien zowel Nederland als Sint-Maarten instemmen met alle in uitvoering te nemen wederopbouwprojecten, wat zou moeten leiden tot een groter politiek draagvlak. Helaas is dit ook vragen om bureaucratische stroperigheid. De rekenkamer concludeert enigszins wrang: "Er is bijvoorbeeld met het geld uit het trustfonds nog geen dak op het eiland hersteld."
